Was Garou ever really EVIL

I see a lot on the sub when people are talking about Garou how they prefer the webcomic version because he was evil and more disturbing which is a totally fine thing to prefer but that got me thinking was Garou ever really EVIL. So i went back and re-read the webcomic and honestly Garou seems just about on the same level of EVIL as he is in the Manga, Granted he does come across as more disturbing in the webcomic but i think that's mostly due to ONE sketchy and messy artstyle. The only thing he's really done that's evil is that he beats the shit out of hero's and how he cut that one dudes arm off, He's only really killed monsters and sure you can argue that thier technically human but still, we've had monsters nuke entire cites killing thousands so its not like thier innocent. So i guess it's more a question but do you guys think there's really any difference between Webcomic Garou and Manga Garou on how evil they both really were
