I keep getting the “cannot update file. (SU41350-3) error

I’ve formatted it to fat32 already. I’ve literally followed everything step by step. I made sure there are no numbers in the file name, and that everything is exactly as instructed when downloading and creating the folders. My PS4 keeps giving me that error code (in title). I really don’t know what to do now.
