WIBTA if I told my neighbor to take care of their dog better?

Not the A-hole

Throwaway account

Current situation: My neighbor has a dog that they keep in their backyard almost constantly. I’m led to believe that all they do is feed their dog and that’s about all they do to take care of him. They keep their dog in their backyard no matter what. When their house is gone to work, out of the house, etc., their dog will be outside. Last night overnight, it was about 30-ish degrees and raining, and our house can hear their dog barking from their yard and we felt for the little guy. Every time we have company over or we do stuff in our own yard, their dog approaches the gates of their fence (chain-link) and constantly look and bark at us until we go inside or leave our yard. This has been going on for months and we’re just about at our breaking point. No improvement in their dog’s behavior and we feel we need to address this with the neighbors at some point.

WIBTA if I told them they need to own the heck up and be better owners? Looking for assurance. I’m not aware of what their household has going on, but I’m sure that they’re aware of their dog’s behavior as well with the way they’re treating them. Thanks and be aggressive with the answers!
