Conditional formatting based on content of other rows

I have a sheet that contains a large amount of columns with each cell containing unique ID numbers. My goal is color code with conditional formatting to match their current status in a multistep process. It is very easy to me to get a full list of every ID in a given step so I ideally would like to be able to paste this list into a column of its own and have all matching ID numbers set to a certain color. Screenshot below shows a simplified version of what I am trying to do.

I have been fussing around with conditional formatting rules for quite a bit now but haven't been able to get it going. Any help would be greatly appreciated
