Adding a level 2 240v electric outlet in garage

I want to add a 240v outlet to charge an electric car in my garage. We have a rear loading garage and the junction box is at the front end of the house. Can I run the wiring through the ground like they do for the internet fiber cable ? Also how expensive is it to get this done? Appreciate any guidance.
