Beach for leashed dog

Hello all. I am visiting for the week in the Chula Vista area with my family and dog and was looking for a beach. I see some off leash beaches for dogs but I'm wondering if there are any beaches that allow dogs only on leash. My daughter is very young and we are worried that she might be scared if a big dog comes up to her. Thanks for your help!
