Iron Fist Alexander question

I already beat Radahn and talked to Alexander after beating him. I haven’t been able to find him anywhere, but read online that he is in East Liurnia. I went to the location a little south of the Artists Shack SoG, but he’s nowhere to be seen.

Anyone have the same issue? Or do I need to progress elsewhere before he spawns?
