What were alternative or fringe proposals towards the direction of the Post-Soviet Russian Military?

After the Cold War, the US Military up until the War on Terror underwent a phase of rethinking how to reinvent itself to fight what it thought would be the wars of the future. And this resulted in various projects and proposals. But for Russia, what were the proposals being floated around among those in their military? Compared to the direction that actually played out in modernizing the military, was any of them noteworthy?
