How to rank on a keyword with a different meaning in another language?

For example: I want to rank on the keyword "Television cable" in Dutch with a website that isn't related to the product group it indicates in English. In Dutch that exact phrase doesn't mean anything, but Google seems to match it as a synonym.

It seems really hard to so, how would you approach this?
