chrome dome

I always wonder how chrome dome was an actual deterrent at the time. Everyone knew it was happening, I feel like the bombers were being watched or SAMs would of made it completely useless, especially also because the bombers didn't have fighter protection, and at the time, nuclear tipped cruise missiles were not really around yet. Anyone know how it would of actually played out if the bombers had the okay to go?
