Is It really illegal to drive a Gearless scooter without a two wheeler licence in Goa?

Got "fined" a few times for this, I have a 4 wheeler licence and have heard you don't really need the two wheeler one for a Gearless two wheeler and any licence is fine. I was on a Yamaha fascino 125cc.
