I know I've seen the Exposed Icon pop up for Devour Hope and Noed when hit by a huntress hatchet and a Blight rush, but I just got downed with NOED by a Nemesis after he tentacled down someone else.
Not salty, just confused. Does it show up on my HUD or not? Has it changed? Am I misremembering?

They're bugged with certain special attacks to reveal themselves, but not all, and they're not supposed to.
I once played trickster(in custom game with friends) and had devour with 3 stacks and once i took a life state with knives they knew i had it.
So the bug applies to Devour too? I knew it happened with NOED (saw it in game myself a few days ago) but wasn't sure about Devour.
BHVR really needs to fix that. Devour is supposed to be concealable by using SAs. It's one of the main selling points of using it on those Killers.

Only happens with basic attack. Tricksters knives don't reveal that etc
Brights rush is moving fast, the attack is his basic attack
I'm not sure about huntress Hatchets though lol, but i believe they count because exposed targets can get one shot by them so it's a balancing thing

No they can't
Blight's lethal rush is not considered a basic attack for any basic attack related statuses and perks. It is a special attack.

Trickster's knives currently do reveal NOED (dunno about Devour), but that's a bug.
Blight's Rush attack is not a basic attack. It qualifies as a Special Attack in the code.
Hatchets are a Special Attack and, as such, cannot down an Exposed Survivor.

Dunno what patch they added that bug on. I just know I faced a Trickster with NOED who got given away by his blades a few days ago. Hadn't even downed the Survivor, just injured them, and NOED popped up.

I used to run noed with trickster just because throwing knives at people while go mach 9 was hillarious but i don't want people to know that
I think you might be confusing a bug that happened (still happens?) with Devour. Which does reveal itself with special attacks. Noed doesnt and as far as I’ve been playing, never has.
It's currently bugged on Trickster. If he gets a damage state with his knives NOED will pop up.
