There's this person I really want to ask to prom but a close friend already asked but she never responded. Is it ok to still ask her or would that be rude. I'm really stuck here guys.

You could ask her in this way: “ Hey, just following up on my last text but just wondering if you’re down to go to prom with me? If not it’s all good.”
I really don't want to ask on the phone lol, people where I live find that kinda offensive for some reason
Or just ask her in person ^^ But word it in a way that you feel comfortable

If she didn't even bother to respond there's no point. She probably rejected your proposal. Asking her again will just make it worse.
I never asked, a friend wanted to go with her but she didn't respond to him...
