why do a lot of teachers just completely ignore bullying?

is it because they're too lazy to intervene or something?

there was even a time when my friend was getting bullied by a girl who sat next to him in class and I asked the teacher if he could let my friend switch spots with someone else because he is getting bullied and he just raised his eyebrows and said 'he's getting bullied?' and my friend was like 'yeah I am' and he was like 'that's too bad' and then shook his head in a disappointed way and I was like 'so is it okay if he switches spots?' and the teacher was like 'no, I don't allow students to switch spots so he will just have to deal with it.' and then my friend kept getting bullied and the teacher never actually intervened.
