Are missions bugged?

I’m trying to complete stage 2 of the gunner specialist. It says I have to kill Lt. Kelly in air and space museum. I’ve completed it on story, hard, challenging, heroic, and I keep getting some “chunky” Dawson guy to spawn and not Lt. Kelly. What the fuck am I doing wrong? I’ve tried reloading and nothings working.
