Thoughts on lethal tempo ap top lane?

I've played both as and against this setup and imo it seems impossible to beat if the opponent is some sort of melee heavy champion. I wanna know from experienced volis, is this the right rune setup? My intention is to use this voli pick against those all in fighters like irelia, Jax, Darius, fiora, morde as well as tanks. Is lethal tempo the best option or is conq/pta better. I understand this is more of a sidelane build and not suitable for team fighting.
