Custom Officer Marriage

I created a male custom officer and tried marrying female historical officers and female custom officers but it never happens. I try using the Create Event to try and marry them but with the historical officers it never happens and the female officers never show up. I tried the visit officer officer but that also does not work. When they are "Active" they're usually married by then. How do I it or what am I doing wrong?
