Anyone else unable to buy Security Breach from Steam?

Finally got my hands on a Steam gift card this week, but I noticed that I'm not seeing "Add to Cart" for Security Breach. It still doesn't show up even if I use a VPN so I don't think it's region locked, otherwise it would've likely showed up while using the VPN. Is it no longer up to purchase or something?

Edit: Same issue with Help Wanted
