Question about my cats sniffing each others' booties. Normal? Underlined meaning?

Both of my cats are rescues, one was born Dec 2017, the other April 2021. They get along great, but they started pushing their noses in each other's booty after a month of living together. I always, I mean ALWAYS, make them stop, but they still do it. Is this normal or does it mean something?
