This app cant run on your pc error on windows 11

Hello, I downloaded black ops 1 on windows 11 from ovagames and it says "This app can't run on your pc". I tried turning off smartscreen and turning on developer mode already but that didn't help. Any way to get this game to run or is it a windows 11 problem with an old game?
