PC Losing Overclocks When it Wakes Up From Sleep Requiring Restart

Troubleshooting

Alright so I've noticed a frustrating problem on my system that has either been there for years or one that just recently started. I have a Gigabyte Z370 Aurous Gaming 5 with a Intel i7 8700K. The build is from 2018ish but has lasted this far without any major issues overclocked to 5Ghz until now.

Symptoms

When the PC awakens from sleep the CPU is struggling to hit stock speeds without thermal throttling and even then it's peaking at around 100C. However, when I restart the computer and log into the BIOS everything is peachy and all my clocks and temps are back to normal are where they are supposed to be. Boot into Windows and run a stress test and everything checks out. Put the PC to sleep and everything goes tits up again requiring a restart.

Troubleshooting

I've updated the BIOS and that seems to not do anything. The CMOS isn't the problem either, as I thought it might, removing power from the system and the BIOS settings remain. When I open the shitty Gigabyte bloatware it even shows my BIOS settings are the same after the PC wake up.

I am at a loss for how this is happening. I am about 90% certain it has nothing to do with the BIOS. I am thinking it might be a software problem with either Windows or Gigabytes App Center. I've had similar problems with my Corsair mouse and headset. Upon waking the PC from sleep their settings are not applied. I was able to solve this by reinstalling iCUE. However, I have reinstalled the App Center, because its trash, and I used Safe Mode to remove it all but maybe it's still garbage.

Any ideas?

Edit:
For anyone that drops by this in the future I found the problem. It was Gigabyte's EasyTune software. For reasons, not clear to me, it was overriding my BIOS settings to the default and fucking with, I guess my fans. I tried to OC my system through EasyTune, to try an appease it, however, it kept saying my system couldn't handle more than 4.7GHz which is just not true.

I initially tried to uninstall via Windows control panel but the uninstaller failed giving me a crash report. I dug through the registry and app data for the application but could not find it. When I tried to uninstall via the App Center it would crash the App Center. So I just found the files under the Program File and yeeted them. Did a reboot and now the shit is off my system (hopefully). My clocks are no longer resetting after PC wakes from sleep and the 5Ghz is peachy.
