ARC paper certificate

Hi everyone, I’ll be moving to Korea rather soon and was informed by my employer that I’ll have to register for the ARC and do a few other things before being able to start work. Sadly, my ARC appointment is pretty close to my scheduled starting date, and I don’t think I’ll get the physical card in time. I heard there’s a paper certificate you can get for 2000 won, confirming that you registered already. How exactly do I get this certificate, and can I use it to eg set up a bank account?
