Task Bar and Applications Won't Load on Windows 10

I'm wondering if anyone has advice to help me get my laptop back in working order. After startup my desktop will load the icons but that's about it. I can not open task manager or the start menu. I recently installed Avast One antivirus (free), not sure if it is contributing to the issue.

I have restarted my laptop and that has not helped.
