silly question: what's 40dBA normalized?

That. Seeing a review of a GPU it has some test, and one of them it's 40DBA normalized, showing different manufacturers of same GPU and comparing them.

That means: the GPU maintain those degrees generating 40dBA?

Am I right? Same noise but coolest or hottest depending on manufacturers.
