Old navy plus sizes are SO INCONSISTENT

Maybe it’s just me, but I just got home from a trip to old navy. I wanted to buy some shorts for the summer as all most of my shorts aren’t work appropriate (cut pretty much all of them to booty-length shorts last summer because apparently I didn’t think I’d ever have to leave the house again) and I need them for when I work during the summer. I usually wear a size 18, depending on the cut of the bottoms, so I went for those sizes.all of my pants and shorts I bought previously are in those sizes, and they fit me just fine. But this time when I went, out of the 7 items I picked (and I need to stress, they were all the SAME SIZE), I found

-1 pair of shorts that looked good, and were pretty much exactly the fit I was after -1 pair of shorts that fit, but we’re a bit tight -3 pairs of shorts that I couldn’t even button -1 pair that wouldn’t even go over my THIGHS -and 1 pair of overalls that were so big they were practically hanging off of me even with the straps fully tightened(supposed to be mid-thigh, went to my knees)

It was incredibly disappointing, because old navy is usually my go-to when it comes to jeans and shorts. I never have this problem with tops. Has anyone else had any problems with the way their clothes fit??
