Worst loadout/character in re6 Mercenaries?

In your opinion what is the worst loadout or character in re6 mercenaries and why? I know people kinda hate Ada but love Leon and Chris. For me I think Leon is the most fun to play, he has dual wield and quick coup de grace moves.
