IP marking/banning

If I were not using proxies when using Dreambot and I do get banned, will my IP be marked? I feel like I remembered reading somewhere that jagex will mark your IP and keep extra watch over that certain IP. Will that happen? And will using a VPN, like protonvpn save me from that? Thanks in advance.
