just confused

i'm rewatching as i stopped when the third season came out for the bathroom scene directly

i just do not understand why he wouldn't report that immediately as he was all for everyone else reporting and everything dignity maybe and parents feelings but i just feel literally so sick to my stomach after watching that. obviously that was the point intended for the interaction between monty and him, i just feel like i haven't seen anyone else talking about it,, what are anyone else's thoughts on the broom scene? was it too much or is it just me?
