Just submitted a claim for Obstructive Sleep Apnea, will my claim be grandfathered if the proposed changes go through?

Hey guys, I’m currently at 80% and just submitted a claim last week for Obstructive Sleep Apnea (and a few other things). I am diagnosed and have been prescribed a CPAP machine although I haven’t gotten it yet because of the national shortage. While my claim goes through its process, say the VA goes through with the proposed changes, will it be rated under the current rating system or be switched to the new rating system (again if passed as it stands). Ive seen VA accredited consultants and lawyers give slightly different answers since the letter came out about 2-3 months ago. Thanks for any input as to what to expect. Go Army!
