Should be rear wheel spin freely when not using the throttle/hub motor?

I noticed it only goes around a handful of times if I lift it up and give it a spin, definitely not free wheeling the way my non-ebikes would

Normal? If not, what should I check? Stock Radrunner plus with 159 miles
