How to deal with a creepy dude in my neighborhood

So my (33f) house is near a golf course and I love to walk my dog back there since it’s safer than the main road I live on and peaceful. In order to get to said golf course I have to go through a small commercial area that has a few shops, one being a liquor store. There’s a guy (Roughly 55ish?) who works at the liquor store that definitely has some sort of obsession with me. It started during COVID when some friends and I were quarantining together and drank way too much, so I was at the liquor store at least weekly stocking up. He started with giving me a discount and then my friend that I went with would always joke about how he wouldn’t leave me alone when I was in the store. He was very nice and friendly but then it became an overly talkative situation where he wasn’t taking normal social cues that the conversation was over and I felt kinda trapped in there. Thankfully when normal life resumed we all quit drinking so much and I didn’t have to see him as often. Then he started calling me telling me that they ran out of my business cards that they hand out so I’d bring them over and then once I did that he would leave me voicemails on my work phone to call him and it would be some dumb shit like ‘I referred someone to you today I hope they call you’. I stopped returning his calls. I walk my dog every day, anytime he catches me outside walking past the liquor store he runs outside to talk to me. He also knows I live next door and will stop me if he sees me outside of my house. All of this would still be creepy but much less annoying if he wouldn’t continued talking for FOREVER until I had to make up an excuse to leave. Lately with it being nicer out and staying light until 8:30 I’ve been walking my dog at night too. I’ve seen him twice in the last week leaving work and I’ve started to try to be on the phone, walk in areas that he can’t drive right up next to me, etc. Overall I’m just feeling uncomfortable walking my dog now with anxiety that I’ll run into him. The last time I saw him I didn’t even stop walking but he just drove his car really slowly and talked to me while he drove. He really can’t take a hint! He is nice, so I don’t want to be a total bitch to him, but I really am feeling overwhelmed being paranoid that he will see me out. Halppp.
