New Adult novel about matrilineal super powers: mute girl and jewel thief on a superhero/villain collision course?

Ok I started reading this years ago and don't remember any character names, etc.

The premise is that a few girls inherit super powers from their moms after the mother dies. One of the main characters has been living at a home for orphaned/troubled girls and is mute due to the psychological trauma of the car crash that killed her mom and dad. She has had her powers since the crash and occasionally uses them but is very discreet.

The other main character drugs and kills her mom because she wants her powers and her mom is a drunk and squandering them. She gets her powers, wilds out, then falls in with a gang and is planning to steal jewels or something and that's where I stopped reading because it was TENSE.

The cover was like a silhouette of the girls forehead to forehead with like electric arcs between them or something. Probably published around 2015, give or take. I thought I remembered it making a stir but then no matter what search terms I use I don't get any hits. Thanks fams.
