Do you reckon a slowburn, character-driven, psychological/philosophical, crime drama could work as a 20 episode series?

Title is too long, I'm sorry about that, just couldn't find a better way to phrase it.

So what the title says... There are 13-14 integral characters that all play a role & have proper characters arcs. 3 being main characters, 5 main supporting characters (that all have their POVs at a certain point) and 6 other side characters that play a lesser role but are still very relevant.

For a slowburn character-driven series, do you personally think 20 episodes would be enough to fully delve deep into the entire cast? I don't know the right amount of characters that could carry a 20 episode series without it being too crowded, do you think that number is appropriate?

I would really appreciate any sort of feedback, even if this question might sound dumb to you.

I was initially thinking of keeping the main cast very small then focusing on those characters & fleshing them out. I'd then delve deeper into the themes, character dynamics, parallels, symbolism, ideology (characters' philosophies & their battles of ideology), deep dive into characters' psyche, etc.
