[TOMT] [Movie] [1990s-2000s] Family of four, deadbeat/drunkard dad, small town setting

Open

I watched this when I was about 9-10 years old. I remember finishing it, but I can only recall one scene in detail.

The movie focuses on a family of four: mom (M), dad (D), older brother (OB), little brother (LB). Their home is a one-story 2-bedroom white house with an elevated porch. D is a drunk and lives outside the family home; M and OB have outcasted him, but LB (around 5 or 6) is the only one oblivious to the situation, always excited to see him, no matter how drunk he is.

One scene in particular, it's LB's birthday, they're sitting in the family room, and LB insists on waiting for D to show up to eat the cake. Hours pass, and now it's getting dark. Finally, around 10pm, D shows up, looking as drunk as ever. LB is ecstatic; OB and M, not so much. D says sorry for being late and gives him a present: a watch (I don't remember the meaning of it, probably a family heir loom passed down by LB's grandfather; either way D promised LB the watch when he got older). He gets the watch out its casing and drops it on the floor. D goes to grab it, but steps on it first, breaking it. Since it's a kids movie, the worst swear D can manage is "Darn it!". LB screams out of the room in tears. M says sarcastically, "Way to go, Dad." OB loses it. He runs to the kitchen, opens the fridge, pulls out a beer bottle, and shouts, "Hey, Dad, it's party time!" He throws a few bottles onto the wall before D storms after him. OB runs out the house from the back porch. D yells some profanities before OB throws one more beer bottle his way.

And that's all I remember.
