Are there any laws exist that have likely never been broken?

I was just thinking how most laws have a precedent. So I was wondering if there were any that had no precedent? Ones that are purely speculative -

And I'm not just talking about the weird laws, like how it's illegal to eat an orange in the bathtub in California. Even if nobody has been formally charged with this crime, it has almost certainly been broken. I want to know of any laws that have almost certainly never been broken. What comes to mind is laws surrounding science fiction technology that doesn't exist yet.
