The difference is the Russians aren't funny and Orkz in 40k are effective. It's more like a bunch of Grechin (goblins) than Orkz.

If anything the Russians are closest to Krieg
Edit: since so many people are tilted, the likeness is "everything sucks, then you die, and that's OK" but yes, maybe kreig are too effective. Vostroyans would likely be next closest

I think the Russians are more like Khorne (and possibly Slaneesh) cultists.
