Are no engage/no beefy champ team comps ever considered strong?

Ive had a norms game where no one hovered their champions in champ select, and as first pick I decided to go Teemo since I wanted to play him.

The rest of my team proceeded to go as follows:

Kindred jg Kaisa Mid Lucian Bot Lulu Supp

Game went, poorly, but I was curious. Im in low plat atm, so low elo I suppose, but in higher elos, are there team comps that have no engage/tankier champs like divers or juggernauts?
