Ranked matchmaking at silver giving two rookie teamates

This keeps happening, and the inevitable quick wipe follows suit. my question is not only why is this still happening with the 'reloaded' ranked but how is it fair? its been a slog to solo my way into silver and its only getting harder - thats fine, but give me a team equal to my rank to give us a fair shot, because at the end of the day half of my matches are being pissed away having to attempt to carry newbies and non-teamplayers, and if i succeed they get rewarded, if I fail I get punished on a larger scale than them.

I just played a match at Silver 3 where my teammates were rookies 2 & 4, not even bronze. one split and landed right in the middle of an enemy team, dying immediately. I killed the team while the other rookie was elsewhere and revived, only for him to run off on his own as well, leaving me to die long before i can get any RP. The biggest kicker? they are contently running around with +20rp for letting their team mate die while they both ran around solo. doesn't seem like its rewarding team work to me, nor is it rewarding my time grinding the ranks if its going to keep slamming me with people of lesser rank with less to lose.
