Is my (20F) 'best friend' (19F) a bad friend?

We occasionally only really talk when we are going to meet up to spend time together to drink or occasionally smoke together. (I don't do either since the past 3-4 months). We were talking about meeting up a month ago and on the day, I asked her to just gimme 30 mins notice on when she's alright to meet up. And nothing at all. I messaged her again a couple weeks later for some reason (I don't remember) and then again a week later asking for advice on dying my hair. She's not responded at all. It's now been a whole month (maybe a lil more), and she messaged yesterday saying her bf dropped a bombshell on her and how he has great timing as it's the day before her bday. She completely ignored me after she ghosted me on the day we were supposed to meet up and has bailed last minute so many times. Usually to just end up getting high then hanging out with other people. I haven't responded to her messages and I haven't wishes her happy bday.. . Do you think I should, or do you think I should just ghost her and call this friendship quits for good..? Generally I don't have any friends, the only other person I have is my bf (21m). I really don't have any anyone I can talk to tbh.. she's the only communication and friendship I really have, and that's only usually every few months or more... :/
