Creating Water Spray in Houdini

Hey! I am pretty new to Houdini and wanted to ask if anyone has an idea how to create a water spray effect such as the one in this picture. I already tried it with a particle system with a lot of really small particles, als well as with a smoke simulation. Both turned out okayish, but I am sure there is a better way. Thanks in advance :)
