How to avoid divide and conquer workplaces/bosses?

Advice

I’m done with my job. Turnover is high at all levels and management are ineffective. They have cast me as a troublemaker because I’ve raised glaringly obvious issues with projects - only some I can offer solutions for but they fell on deaf ears anyway. The other issues aren’t in my remit but are obvious to someone with a modicum of forethought. I think this treatment is them not wanting to be exposed so rather than tackle the problems they’d rather try and make a scapegoat out of me.

My boss’s response is to play divide and conquer, not communicate decisions integral to how I carry out my work, not give me the tools to do my job, shifts projects around and basically has nothing to do with me. I’ve tried every approach but he has openly admitted he thinks fearful staff work harder. And he’s going for promotion, he has the personality of a rock and is completely inept.

I’m obviously looking for other jobs but want to be really careful I don’t end up in another toxic workplace like this, any good advice?
