Chargeback

I sold a laptop via Swappa and the buyer, despite receiving the item in a good condition, filed a dispute via their financial institution. I have lost my money and my laptop since the buyer hasn’t responded to my communication. I received a debt collection letter a few days ago despite the case being still under review since March when PayPal helped me to forward evidence to the buyer's financial institution. A PayPal agent once told me to ignore the negative balance until I receive a decision. I filed an IC3 report for internet fraud. I also plan to sue the buyer in small claims court for failing to return my laptop. Any advice from the community regarding this would be very helpful.
