cant stop scraping the front end

just bought a 2017 volt and i love everything about it. However the black rubber strip under the front bumper keeps bottoming out on parking stops, curbs, dips, etc. Am i just a bad driver or do others have this problem? Does removing this piece affect the gas mileage?
