(31M) Skin around toenail is growing

I have had a (more or less cosmetic) issue with skin around the nails on my big toes. Whenever I pedicure my feet (trimming nails, getting rid of horny skin) I get rid of this lighter type of skin/flesh around the nail, because it keeps growing, sort of frays and soaks moisture very easily and becomes shrivelled and pale (like when you've been in water too long). It doesn't hurt though.

What's that type of skin/flesh growth and how do I stop it? Would creams or professional pedicures help? It's really making me uncomfortable when out barefoot in summer.
