RNG manipulating Lati@s after already interacting with a TV?

I know it's not possible now since it's shiny is decided afterwards, but I have access to pkhex and an r4 to edit the save file, but I can't figure out how to quite get it to ask me again. Do I need to beat the elite 4 again to trigger it after removing the flags?
