PC Itunes user, does Apple still only allow phones to synch with ONE libary?

I have a large collection of music I have amassed over the years that lives in the cloud, portable hard drives, etc. I am a PC user that imports that music into iTunes and then transfer it to my phone. Currently, my laptop looks like it might be completely fried which is a hassle but I still have back-ups of all my files. HOWEVER, are we still at a phase where Apple only allows a phone to synch with one library meaning that, should I get a new laptop, I essentially have to re-copy my entire library back over to my phone?

I imagine this comes up again and again so apologies if this question is constantly asked. Honestly, I'm still amazed if this continues to be the case in 2022 given how fast people go through laptops so was curious if there have been any updates or work-arounds.
