Lag hackers AKA Throttlers?

Hey everyone, just got done playing a game against a throttler. The game seemed to mysteriously lag exactly when it was advantageous for him. (my volks went into a building and magically there was a nade thrown at the same time, and there was no time to react. same thing when a tank showed up against my halftrack.) I've played against people from china where the ping was 800 (I should expect lag at that point) but playing against a guy whose ping is 60?

Anyways, what can we do about it? I know reporting it won't do a damn thing. cause its basically his word against mine. I lost a few units without a chance to react basically is what it will look like.
