What's with Cooper's obsession with carpet?

I just got to the beginning of season 3, and I've noticed that it's a recurring thing with him.

• He makes everyone take their shoes off when entering his office.
• He fired a secretary for leaving gum on the carpet
• I remember him in S3E1, or S3E2 saying, "This is an ad agency. If you call me down here every time we lose a client, I'll wear out the carpet."

I know he's old, and a lot of the time he has no idea what's going on ("I'd just like to say happy birthday"), but is there any significance behind it?
