Help with making my dress less revealing.

I bought this dress a few years and have yet to wear it. I am too top heavy for the cut of the dress and I dont feel comfortable wearing it in public. What can I do to it in order to make it less revealing? I thought about adding a halter strap, but thats not going to help too much.
