[Troubleshooting] Video Card started acting up 2 hours ago. Can't play anything.

Hey everyone. About 2 hours ago my computer began to run every game at 10fps and can't even use aero properly anymore (I have a GTX 670 FTW). It lags on youtube videos as well. I tried looking on GPU-Z and saw that it is constantly, even when idling, at 99% usage. This makes essentially everything I try to play unplayable. I used Driver Sweeper and reinstalled twice, changed the PCI Slot it's using all to no avail. I'm starting to think the video card just messed up and I'm going to have to RMA it. Any ideas BaPC?
